No its neither the taxpayers nor the consultants who want extension of due dates:

Every time a due date approaches for statutory compliance, there is a hue and cry and number of petitions, representations, letters get piled up with ministers for seeking extension in those dates. There has always been a dilemma that we the taxpayers has become habitual of seeking extensions due to our laid back attitude. Similarly it is happening with GSTR 9 and GSTR 9C for FY 2017-18 which is due in about 3 days’ time.

No, its not the taxpayers or their consultants who run for these extensions, but it is the lethargic and lack of panoramic view of the officials which blocks the road. Originally this return, GSTR 9 was supposed to be filed by 31st December 2018 i.e. after about 18 months from the day GST was enforced. On that date there was no sign of filing of return, there was neither formats available nor the system and not even any alternate procedure for filing was introduced. The extension of GSTR 3B and GSTR 1 had made extension of GSTR 9 very normal. Even after the due date had crossed, it took more than 13 months for the government to release half cooked return filing utility. This utility if used leads to number of errors which not only results into frustration but also a reason of stir between a consultant and his client. Lets be categorical, the job of the taxpayer or his consultant is to pay tax and not to understand IT infrastructure of slogging GST Network. The filing of tax should be as easy as a cakewalk. It must be taxpayer friendly which should encourage them to file their returns.

Since we are habitual of accepting and move the way government wishes to, we make our own pattern of work to succeed in meeting the coercive challenges which we are put to. I can remember many of us has worked early mornings, late nights just because GSTR 1 does not process data during day time. Neither we ever questioned the efficiency of the portal nor we ever blamed government for putting us in a vicious circle in which we are today. Compromising, adjusting is what every Indian is taught the day he is born.

The struggle with GST Network has bloomed the number of software industries which had been granted added advantage of being a GSP. Had the government system been so robust, easy & reliable, we all would have preferred to use public systems instead of burning money in buying costly software from the private concerns. When these IT companies can provide world class software with continuous support, I fail to understand what stops the government from replicating the same. As elders say, if one doesn’t have will or has some other vested interest, he will never perform quality work intentionally or unintentionally. Seems that is the same case with the government officials who doesn’t even strive to come out with innovative solutions for making our life easy.

If you say that we the taxpayers or consultants are always running for extensions, no you are absolutely wrong. It is the systems in place which force us to seek the right we have similar to the right government has of collecting tax from us.
